Ugly Stik's are not sensitive at all. The Ugly Stik Lite would be better in the sensitivity category. One of the Lite's in 7' M or MH with a Pflueger President 6735 would be great.
References :
Walmart and Academy will have some inexpensive surf rods and they work just fine. Most will be identified as a surf fishing setup but the basics of what you are looking for is something with a rod that is between 8 and 12 feet long and is setup with typically a spinning reel that can handle up to 25 pound test if not more.
References :
http://www.bass-fishing-source.com/bass-fishing-reels.html

You might want to bring a selection of plastic swimbaits (like these: http://www.limboland.net/Merchant2/merchant.mvc?Screen=CTGY&Store_Code=ST&Category_Code=FishTrap-Swimbaits). I've never shore fished at Catalina, but I've caught some nice bass on swimbaits off the Malibu coast. On the protected front side of Catalina, you won't have to worry about dodging the waves.

Cast out at the edge of the kelp or rocky reefs, try to bring the lure in close to the structure, and hold on. If a calico grabs it it can dive into the snag in a second.

In the same areas, a strip of squid fished near the bottom will get you some bites. But small baits might get you a bunch of small bass (under the 12" limit).
References :
I would use a triangle sinker on the bottom of a split rig. Where you have two hooks for bottom fishing the pier. Use squid or blood worms. Should be able to pull out a nice mixed bag of fish.
References :
http://www.myfishsite.com

Julian,

You should not get anything below 8-foot because the length of a Rod will dictate the distance you will cast. Of course if you will be fishing off a jetty then 7-foot is still within proper length.
I would have liked more information as to what specie of Fish you are aiming toward.

I recommend you surf to Lamiglas web-site under Surf Lites@ http://www.lamiglas.com/prod_indiv.php?groupid=62

Also take a look at the XS81-MS this Rod is under rated as some of Lamiglas Rods are, but that is good. The XS81-MS if I'm not mistaken is the GLB96-IM Blank rated at 30-lb line with a good tip an excellent weight.

There's also a Forum at Lamiglas which can help you pick the perfect setup. http://www.lamiglas.com/forum

As for the Predator Rod@Cabelas, it depends on your budget. I'm not familiar nor have I worked on them so I can't give you any advice other than what reviews it has.
What I will add, is at the price and lack of technical information you get what you pay for. I contacted Cabelas to further gain some aspect of this Rod, but no other info could be obtained other then what the web-site says.

If I can be of further help please contact me

Suck it up. You're not going to get a strong, light rod for cheap. You'd have to pay around $80 or more for such a thing. The Predator rods from Cabela's are nice but a very whippy action. Might not be what you need for surf fishing but they should work.

Daiwa also has some nice surf rods for cheap. 8' or 9' will work on the shorter end but 10' or 11' will do well too.

EDIT : Oh. Forgot about the other version. And they discontinued the whippy-action one. Only the 1/2oz to 3oz rod now at Cabela's.
References :
To cast over the breakers you do need a long rod. Some ten or eleven footers really aren't all that heavy. If you can find one (I doubt you will in Australia), a Cabela's brand Predator rod will work great. My dad uses one for carp and catfish with a Shimano Baitrunner and in the surf also. It's eleven feet long and is pretty light.

EDIT TO CHARLIE
Check your facts. Cabela's had/has two models of the Predator. One with a one and a quarter pound curve which is fairly light and whippy and one with a two and a quarter pound curve which my dad has which handles ten to twenty-five pound line, one to three ounce weights and is not at all whippy. He actually uses it surf fishing with a Penn Squidder Jr. In freshwater, he uses a Mitchell Four Hundred-C. He bought his back when it was fifty bucks, if someone wants a light surf rod, the Predator comes highly recommended. For that matter, the lighter model would make a hell of a surf perch rod.
References :
-B
